The lines have been blurred a lot in popular imagery between legal age/underage girls and boys, due to the sexualization of young girls and boys in media imagery (and porn, of course, is another issue). It is sleazy and damaging when girls who are 'just old enough to be legal' are used in sexualized poses, styled to look under age or with the suggestion that they are pretty damn young.
